a type 1 or type 2 civilization could do this with ease.
we are about a type .7 civilization.

the point is that the mainstream media is putting the thoughts out there.
why even focus on this angle to the story?
i wouldn't be surprised if some really big alien life news comes out by the end of 2012. maybe not news of intelligent life but evidence of a life form, prolly microbial. but that would be huge none the less.
