Yup, that's exactly what it is.

You can do those fruity Van Damme kicks and the splitting nut punch and all that gay shit with Guile lol.

I've been playing it on MAME quite a bit.

It's a cheap spammy whore of a game and the voice acting is horrid.

But it's the only game in the Street Fighter series to use this particular engine, so it's unique and has a cult following due to that.

It was released on consoles, but they used the normal SFII engine for those ports.
