If no one else gives you any better leads then....

Trinities - A novel by Nick Tosches references to these 36 strategems and also quotes some and I am pretty sure the author is mentioned.

These have something to do with the chinese triads...hence why you see numbers like 108 (36 * 3) in the names of these gangs.
