Vegas Makes It Crime To Feed Homeless People

LAS VEGAS -- A battle is brewing over a new Las Vegas ordinance that bans providing food or meals to the indigent at city parks.

The Las Vegas City Council unanimously passed a law, which went into effect Thursday, making it a crime to feed the homeless at city parks. It carries a maximum penalty of $1,000 and six months in jail.

The law bans giving away or selling food to anyone who could get assistance from official sources under state law, and officials said city marshals will get specialized training to enforce it.


The city’s mayor, Oscar Goodman, dismissed questions about how marshals will identify the homeless so that they can enforce the ordinance.

"Certain truths are self-evident," Goodman said. "You know who's homeless."

Marshals recently began arresting the homeless in parks under a campaign to force people who are unable or unwilling to care for themselves to get mental help.

City officials call the measure an attempt to stop so-called "mobile soup kitchens" from attracting the homeless to parks.

The American Civil Liberties Union of Nevada calls it unconstitutional, unenforceable and the latest attempt by the city to hide and harass the homeless instead of constructively addressing their plight.

"So, the only people who get to eat are those who have enough money? Those who get (government) assistance can't eat at your picnic?" asked ACLU attorney Allen Lichtenstein, according to the Las Vegas Review-Journal. "I've heard of some rather strange and extreme measures from other cities. I've never heard of something like this. It's mind-boggling."

One advocate for the homeless said she will continue to feed the homeless, despite being cited twice already.

"I'm going to do whatever I think is necessary to keep people alive," Gail Sacco told the paper.

She said her previous citations came while she was feeding the homeless for holding a gathering of 25 or more people without a permit.

I cannot speak for LV. But in phoenix there are many shelters and soup kitchens for the homeless to sleep and be fed. Im not sure if its a big deal to hand someone a sandwich. But it is frowned upon to hand them money. The city wants them to get off the street and into one of the many available shelters. Most of the time when you hand them money it is used to buy drugs, sex and beer. That does not help the homeless. And of course the city cannot force them into a shelter because then that would start a ruckus and its against their rights.

Lets imagine you own a street of casinos. Now the bums in your town flock there because they know they can beg there and get money and food there. But they make your street of casinos look like trash and make tourists and visitors not want to go down that street because a dozen bums are going to bug them and bum shit. You loose buisness and the Gov looses tax revenue which in turns helps supposrt the shelters and soup kitchens in place. they loose funding etc etc etc etc.

I can see the problem from both sides.

What the fuck are homeless people doing in Vegas anyway? If I were homeless I would live in the woods and kill animals and stuff to eat them or just live in a box and make the best of it.

my guess is that Las Vegas dont want homeless people on the streets as it damages the city's image, if people feed the homeless people they are gonna question the city's governers that they are not looking after the homeless. the governers would prefer that the homeless people are out of site in las vegas. also if the city has large numbers of homeless people the tourist industry will suffer as by word people who will visit the city will question the safety on the streets as homeless people are related to be criminals.

that is a bull shit ass law & i got no beef with this law but you can drink in public & I'm not sure but isn't there a form prostitution that is leagal over there sounds like they got there priorities screwed up its ok to drink in public & screw hookers but you cant feed the homeless thats fucken wacky don't know bout the homeless situation over there but in NYC alot of these shelterz are dangerous filled with drug addict & crimanals that some homeless rather stay on the street cause its safer my friend works at one he tells me a story every other day
