From wikipedia:
"He also began the process of recording an album with the Boot Camp Clik (http://en.wikipedia.org/wiki/Boot_Camp_Clik) and their label Duck Down Records, both New York-based, entitled One Nation. The goal of this project was to bring closure to the East Coast-West Coast feud by bringing together what Shakur thought were the best rappers from both coasts. This project remains unreleased, though some of Tupac's contributions to the album have been used in various other posthumous releases."

plus:
"Shakur had plans of starting Makaveli Records which would have included the Wu-Tang Clan (http://en.wikipedia.org/wiki/Wu-Tang_Clan), The Outlawz (http://en.wikipedia.org/wiki/The_Outlawz), Big Daddy Kane (http://en.wikipedia.org/wiki/Big_Daddy_Kane), Big Syke (http://en.wikipedia.org/wiki/Big_Syke), and Gang Starr (http://en.wikipedia.org/wiki/Gang_Starr)."

It was never finished altho it is said they did record a few tracks togehter. the ones i heard are great tracks, "military minds" original version, "thug nigga" with gerald levert, buckshot, and busta rhymes or ODB dependin on who u ask (i think its ol' dirt bastard), there were a few more that were due to be onthe One Nation album but subseqeuntly got remixed and relaeased on his other albums.

Come to think of it ODB does kinda sound like Busta. It wasn't ODB or Busta on the track. It ws LS.
