Actually that's not too bad of an idea. Perhaps VBulletin does have a hack where you can setup a forum that style.

Instead of "moderating" it, the thread starter can approve/disapprove the posts before they register as a reply, which technically is moderating.

Sub forum in KTL with this idea would work best. Can call the forum "The Cipher <something>"

I think the idea is, you can edit, delete, and mess with other peoples threads/posts. i've done it with replies in a few threads to fuck with people.
