You get randomly, usually by email by SONY.
thats how i got LBP and Resistance 2 beta's.
Sometimes websites give them out

It depends,
like eurogamer gave out thousands of LBP beta codes in 2 days but you had to be a member of eurogamer beforehand. Myresistance.net gave out resistance codes to all European gamers for only a 1 day period
