In a sense. I just noticed it was too short of a response from it. I don't think the hex values have any numeric representation. So much for my welcoming scheme.

What are you trying to do? And were did you get that from. You can turn Hex to binary and binary back to hex. Depending where you got that from, cause that's raw data.
It could be Memory (usually that's in Hex) base 16
Raw data on the network (on the media or cable depending what type of cabling you are usijng)

Here you can use Hex, Oct or other base calculations to get to the value even ASCII (alphabetical characters)
There is 1's Compliment and 2's Compliment
You know 8 bits is a byte and one byte represents one alphabetical character.
01 - 1
10 - 2
and so on, but with RAM its that's not conventional , extended or higher mem area (practical DOS) you are going to be working with Hex, just like when look at the HDD data (most is in hex-kind of makes large volumes of data more comprehensible, for that you need a third party utility, diskview and things)
Its like when iam working in BIOS, the MBR, DBR, and FAT first sectors and cylinders when you are in there you have to know what your doing)main you'll be there to restore it of back it up. You have to make sure that you are able to reinstall your BIOS if you mess up thing in there. But lets go back to the basics.

Peace
PS: With more information you provide then its easier to get help.
