Sure if you want to distort it that way, but assistance to the wealthiest people in the county isn't the true intended nature of a subsidy. Subsidies aren't created to help failing companies with worthless toxic assets stay afloat. they are meant to help actual people in need. The type of subsidy you're talking about is perverse subsidy.
