Essentially it's talking about an evil king of men, not the devil. Its specifically talking about the Tower of Babel I think, though I can't remember. The stuff about putting the throne above that of God is about Nimrod the Great, not Satan. I don't think the Angels ever fell from heaven (other then the Nephilim thing). That's just a story its not in the bible to my knowledge. Satan is a servant of God, albeit a horrifying one. Lucifer was a man.
