the main issues as far as copyright are artists getting signed by draconian faggy american labels fagging up the game with their inability to adapt like they're doing now, but as far as the internet they can only persecute you if you claim you made it when you didn't, and/or if they ask you to take it down (first) and you refuse. That's why anyone can post anything on youtube but the faggy company can request youtube take it down and all youtube can do is take it down. Nobody has even been sued for putting up a 2chainz video despite how many times the companies have tried suing for arbitrary shit like that.

If you are really going to have a 24/7 channel, I'd recommend leveraging another platform like justin.tv or ustream so you can queue up a bunch of videos to play in rotation. You can embed their players also.
You definitely don't wanna pay devs to build an in-house solution that costs thousands. That would be stupid considering there plenty of solutions already out there for handling video. Brightcove is another off the top of my head.
