Jay-Z takes this hands down, nobody is even touching him impact wise OR skill wise; three definite classics (Blueprint, Black Album, American Gangster) and a host of other bangers he rolled out definitley puts him as number one.

Eminem comes in at second just for his impact alone, and of course for all the dope music he put out 2000-2003 and Recovery.

I'm gonna put Ghost as third for his consistency.

Sure he got a good catalog but lyrically he can not match rappers like One Be Lo. He said it himself:

At the end of the day, it's about the music. When I listen to hip hop, lyrics are of 15% importance to me, the rest is solely in the music. Remember, any idiot can make words rhyme.
