I believe this is one of those games like Deus Ex or Civilisation II

I've just finished almost the whole game.

It's nothing groundbreaking. The first stage is cool, the second is cool, the third is somewhat lacking, the fourth is cool, and the fifth is boring so far.

7.5/10.

I had too high expectations.
