There is no nameplate visible for that guy. Not even a name tag. Even imdb.com has him labeled as bank manager.

Prior to the release of The Dark Knight in 2008, David Goyer ruled out using the Penguin or Catwoman as a villain in a future film, preferring to use antagonists from the comic that had not yet been portrayed on the big screen.

Then he contradicted himself already by using 2Face (Tommy Lee Jones)

Preferring doesn't mean it's absolute. It just means he would rather not.

Also the director rules out The Penguin and any other villain that weren't realistic.
