blind TSA was wearing a red hat...
pat bateman didn't know. he would have known had both tsa and skamp were wearing white hats. this would have automatically meant that bateman he had a red hat. so now because pat bateman doesn't know, this leaves 3 scenarios... TSA red, Skamp white TSA white, Skamp red TSA red, Skamp red now skamp looks at tsa and says he doesn't know what color hat he is wearing either. look at the 3 scenarios above. had TSA been wearing a white hat, skamp would have known he was wearing red. but because skamp didn't know, this means that TSA has to have been wearing red.
