However, any action in which a man ejaculates or otherwise deposits semen anywhere but in a woman’s vagina shall be interpreted and construed as an action against an unborn child.

Sorry, I didn't read the article and skimmed the part of it you quoted.

But these type of debates and proposed legislations shouldn't even be drafted up or given time or consideration.

I just saw the word 'Oklahoma' and immediately a red flag went up.

The Bible Belt should be crop-dusted to hell.
