I was jsut watching the news about how the police couldnt even go in theatre number 9 because of the smoke.

they were standing around waiting for gas masks cursing their dispactch. then they were waiting for ambulances that where not showing up and a bunch of the cops drove some of the victims to the hospital in their cop cars. there was a big ass convoy apparently

they released mad police dispatch dialogue.

Yeah wondered the same thing too, its possible that he was able to find the vest and helmet at pawn shops or army surplus stores. would probly be a long shot tho. You can order ammo online so if you spaced out the orders and ordered from differnt companies that would easy enough.
