The whole site is, or are you putting emphasis on the forum community that "this place is crumbling"?

If its about the site crumbling because of no webmaster, some of us are always hoping.

If its about the forum community, it isnt crumbling. If you believe its in a "poor state", it is just another part of the cycle when newer users come along.
