What do you think will keep Owerri from re-shantying up

First of all i like the move they're making but not allowing industrial complexes in the cities anymore, you have to build them on the outskirts.

it has drastically decreased urban congestion, crime and urban over flowing. If they improve roads, and provide public transport for city workers in villages that cant afford to live in the city then that'll solve the problem of ppl thinking they have to live there.

also temporary apartments and shelters would help, ppl can live there till they find work, if they don't then boot em so they can go back to the village, i'll elaborate more on this subject in a second
