It doesn't work like that. The graphic/banner is a standalone element. Whatever website you are putting the banner on, its up to their web developer to link the graphic so it goes to your site. You just supply them the graphic and the link and they make it happen.
I used to work in the design dept. for an arts and entertainment magazine and would handle this stuff all the time.
